Buenos Aires’ Digital Transformation Journey
Embracing Data-driven Decisions
Buenos Aires’ digital journey began in 2007. The city chose AWS to create a comprehensive datalake for operations.
To ensure secure data exchange, Buenos Aires adopted Estonia’s open-source X-Road. This system allows confidential information sharing between government entities.
X-Road is currently applied in 150 use cases, including civil registrations. It aims to reach 500 use cases by 2024.
Blockchain Integration for Digital Security
The city introduced Quark ID, a blockchain-based protocol, in February. Developed with Extrimian, it enhances digital identity security.
“It’s a framework allowing us to regain control of our identity,” said Diego Fernández, the city’s digital transformation secretary.
Quark ID operates under an international standard, enabling global interoperability. It’s being tested in several regions, including Tucumán and Bogotá.
Generative AI: The Next Frontier
Buenos Aires is testing generative AI (genAI) within its Boti chatbot, the largest WhatsApp chatbot globally, per Meta.
Initial tests are focused on tourism and culture sectors. Security remains a significant concern, with each query evaluated for malicious intent.
The collaboration continues with Madrid to improve AI chatbot results. “In technology, collaborative work is key,” Fernández said.
