Jabbari emphasized that this group will provide valuable insights and capabilities that directly benefit warfighters. Moreover, it will empower the Department of Defense (DOD) and its collaborators in the industrial and academic sectors to recognize the broader economic implications of preliminary research and investments. These often lead to products that are eventually procured by the department itself.

The Transition Tracking Action Group embodies a novel strategy in technology portfolio management. It leverages advanced analytics and artificial intelligence to furnish DOD officials with actionable insights, promoting informed and innovative decision-making processes. “This group enables us to align our investments more effectively with strategic objectives, allowing for optimization at scale,” Jabbari explained.

The potential cost savings from these advancements could amount to millions, if not billions of dollars, in addition to the substantial reduction in man-hours spent on manual information requests.

“The group is focused on integrating business systems while deploying analytical tools that enhance visibility and management of our technology transition efforts,” Jabbari stated. The objective is to increase transparency regarding the alignment and outcomes of DOD’s investments, which in turn allows officials to effectively allocate resources amid a competitive global technology landscape.

“By analyzing DOD’s data, the Transition Tracking Action Group can effectively assess how investments correspond with critical technology sectors. Such insights enable decision-makers to ensure that funds are directed where they’ll be most impactful,” he explained.

Since its inception in February 2024, the group has already achieved a variety of objectives, including the development of applications and AI tools within the DOD’s unified Advancing Analytics — Advana — platform. “By connecting financial and procurement data sources with newly established datasets and analytics technologies, we are yielding new insights that address critical business queries,” he said.

An example of the group’s efficacy is a tool that maps $800 billion in research, development, test, and evaluation contract obligations in real time, linking them back to Congressional appropriated programs and initiatives. The group’s strategy will be augmented with comprehensive information gathered from a multitude of contacts across the defense innovation spectrum.

“This breadth of insight will provide valuable data regarding technology investments and transition pathways,” Jabbari remarked. The initiative employs cutting-edge methodologies, including automation and natural language processing, to enhance querying capabilities significantly.

Looking ahead, the Transition Tracking Action Group has a series of pilot programs to build on its current achievements. These upcoming applications are designed to provide senior leadership with enhanced data analytics tools that are not only visible and accessible but also secure.

“The development of these tools is already mitigating the burdens and errors associated with manual data requests,” Jabbari noted. “The new capabilities enable DOD to swiftly discover, high-fidelity information and communicate it effectively.”
